Meet Paul

Paul has lived in West Pasco since he was 2 weeks old, more specifically in District 4. The exception was when he attended USF for Urban Planning and Architecture. Even as a child he was a student of building and design. When not playing soccer he was drawing layouts of cities underneath his parents furniture. While formulating design projects at USF his focus and inspirations were priamrily related to our enviroment and Pasco County. Designing mixed use community centers and even renvisioning a modern offshore stilt home as major projects. Due to DEI related disparities and the competive nature of the program after 2 1/2 years he decided to shift focus. The interest of social beahvior changed his academic path and he pursued a degree Sociology. He has conducted advanced research and written papers on Recidivism Rates Amongst Florida County Jails, Birth Defect Rates of Migrant Farmworkers Children in Central and South Florida, as well as Mercury Levels of Recreationaly Caught Fish in The Great Lakes. Paul played over 25 seasons of soccer and it was hard to turn off that passion. This brought him to coaching in several capacities. Most recently leading the Wesley Chapel Boys Varsity team to their first District Title in 16 years. He spent 5 years there rebuilding the program which went on to win more titles. The coaching bug started for him while helping out the Dade City Migrant Workers Church and youth Rez house. His Father was acting as Pastor there for many years. Shortly after the accomplishments at Wesley Chapel the delightful news of his wifes first pregnancy waws made and he decided to step away from the his duties at the school.

Upon graduating from USF Paul joined his Fathers newly founded business. and for the past 20 years he has built an extensive distribution network which provides critical extreme weather monitoring systems to government and institutional entities globally. Building long realtionships with all branches of the military and publically traded entities like Grainger and Exxon. Also bringing manufacturing back to to the bay area.

For the past decade Paul has been focused on reducing waste and improving our ecosystems. He started Green & Good over a decade ago where he consults clients from residential to industrial on how to reduce their contributions to the waste stream. A more recent project was co-founding the Pasco Coastal Improvement Council. A 501c3 non propfit aimed at serving as a conduit between residents and the governemnt regarding storm water and waterway managemnt. Focus on searching for solutions from culvert upgrades and water quality testing to marine and aquatic habitat growth and rehabilition. Also facilitating grant and research placement.

While the majority of Paul's family has moved from Pasco in the last few years due to the overdevelopment and decreasing quality of life associated with it. Paul has chosen to stay right here and raise his family as he was. He has chosen to fight for this county because it is worth fighting for. While it will never be what it once was, it is vital that we preserve what is left.

Vision

Over the years we have seen many changes, good and the bad. Our woods are being traded for asphalt roofs and roads. Our ponds are filled in to make way for storage units. Flooding and water retention is getting worse and worse. The population of our county has increased by 30% in nearly a decade. Yet our roadways look the same. He coaches his athletes to be proactive and not reactive. Always be on your front foot. Long term infrastructure and zoning policies are the common sense, proactive solutions we need. It would be naive to think that our population isnt going to keep drastically increasing. As a community we should think about what our landscape will look like in 20-30 years. We are the third fastest growing county in the entire country. Why is that? Have we created a target rich enviroment for developers? Are we selling ourselves short? In business when you have a unique product you can demand a premium. Even our natural resources like water are in high demand.

Pasco has a rich and unique history. We can maintain that. Pasco also has a rich and unique environment. We can protect that. Common sense policies regarding new development and redevelopment can help us maintain our community identity and safekeep our agricultural and green spaces. The socioeconomic landscape will also be constantly changing. There is already a huge disparity throughout the county, not just in District 4. We cannot let progress be a detriment to of our neighbors who have been forgotten and have no voice. Common sense, proactive and responsible policies are what we need. It is time to stop putting Band Aids on our issues. Just because I'm a candidate doesnt mean I'm a politician. Politicians tend to forget who they work for. Platform

  • Regulated growth through building and zoning reform. Increased setbacks, buffer zones and lot size requirments in comercial and residential projects are overdue. In the event of an emergency an EMS vehicle, whether it is a K9 Unit or an ambulance should be able to have access between properties. We are building houses and business on top of each other.
  • Public Safety is at jeopardy due to the rapid growth. Not only is our infrastructure lacking due to our rapid expansion but our Sheriffs Department desperatley needs the funding to grow their force and attain new technologies to enhance their effectiveness. Our Fire and EMS services need rapid expansion as well as the social services departments related.
  • Stormwater management overhaul from Green Key to the Green Swamp is decades overdue. Outdated policies and procedures put many at risk of flooding. And it keeps getting worse. A 20 Year Water Supply Plan needs to be built to maintain our clean water supply and make sure we are getting top dollar for our delivered fresh and reclaimed products as well.
  • Infill development (redevelopment) over new development to revitalize areas rather than letting them turn to blight. While new development does help to raise proerty values in its periphery it also lowers the percieved value of the area. We should be doing just as much to rebuild what is already existing as we do to entice new development. What has been done in terms of tax incentives and impact fee withholding needs to be made proportionatley available for all projects or none at all.
  • Reform building regualtions and the building departments functionality. Including a move to virtual permit inspections to streamline operations and meet demand in a timely manner. Setbacks, lot sizes requirements, buffers, and storm water management for both residential and comercial construction need to be adressed. Wildlife buffers contribute to more water retntion than we give them credit. One mature tree can retain nearly 30% of rainfall above ground alone. Developers clear the land and replant trees and grass because it is cheaper and require alot of water.
  • Permanet tax relief by cutting waste and incresing revenue streams. Paul is on record nearly 2 years ago stating a third party audit was a top priority to cutting wasteful spending and locate our deficincies. a DOGE type independent party would benefit in allowing us to reduce taxes and develop new and build upon current revenue streams. We should be demanding a premium for our resources above and below ground.

    Politics don't have a place in local government. The floodwaters and pot holes dont have political affiliations. In todays political world there are organizations that serve as fixers who serve as an ATM for their person. These State and Nationwide organizations tip the balance making it impossible for outsiders to oppose their chosen candidate.
